WASHINGTON (AP) — An armed man shot three people, killing one, in a Wednesday morning rampage in the nation’s capital that started on a city bus and ended in a Metro tunnel after passengers attacked and disarmed him.
Authorities were still piecing together the chaotic series of events that left two people with gunshot wounds to the leg and a Metro employee shot dead. The shooter is in police custody and has not been publicly identified.
Metropolitan Police Department Assistant Chief Ashan Benedict praised the “heroic actions of our citizens, our community, to disarm this shooter.”
But he added, “The fact that our citizens had to intervene with armed gunmen is disturbing to me.”
The violence began shortly after 9 a.m. when the man began brandishing a weapon and confronting passengers on a city bus in the southeast area of the city. The man pursued one of the passengers off the bus and shot them in the leg, Benedict said.
The man then went down the escalator of the nearby Potomac Avenue Metro stop, confronted someone who was buying a Metro pass and shot that person in the leg as well. Both victims were recovering in local hospitals.
The armed man then went down to the train platform and began confronting a woman there. A Metro employee tried to intervene and was killed by a gunshot. The identity of the slain transit worker has not been released, but Benedict said their “heroism had to be recognized.”
The man then attempted to board a Metro train and was apparently confronted and disarmed by the passengers. He exited the train car and was taken into custody by police officers, who recovered his weapon on the train tracks, Benedict said.
CAPE MAY COURT HOUSE, N.J. (AP) — A New Jersey beach town that defied state environmental authorities and fixed its dunes that were seriously eroded by a storm can proceed with a lawsuit seeking to recover $21 million it spent bulking up its shoreline, but cannot build a bulkhead to permanently thwart the waves, a judge ruled Wednesday.
Superior Court Judge Michael Blee issued a restraining order barring North Wildwood from building a bulkhead along a severely eroded section of its shoreline, as it has been threatening to do for months. The city defied the state Department of Environmental Protection and carried out emergency repairs to its beach in October after the remnants of Hurricane Ian chewed huge chunks out of protective sand dunes.
Blee also ordered the city to submit a new request to the DEP for authorization to do emergency repairs in light of what the city says are steadily deteriorating conditions on the beach, which officials say has lost 75% of its sand.
But in what Mayor Patrick Rosenello viewed as a significant victory, the judge allowed North Wildwood to proceed with its own litigation against the state. The city wants to recoup the $21 million it has spent trucking in sand from neighboring beaches over the past decade while waiting for a federal and state beach replenishment project that most of the rest of the Jersey Shore has already gotten.
“I’m very pleased, obviously,” Rosenello said after the judge’s ruling. “We’re going to have to go through the legal and administrative process and hopefully get to a good decision.”
As it has since October, North Wildwood claimed Wednesday that parts of its beaches are at imminent risk of destruction in the next serious storm.
“This is the most erosional site in the state of New Jersey,” said Anthony Bocchi, an attorney for North Wildwood. “Conditions have only worsened in the four months since October. Yes, the dunes have not breached, by the grace of God. We are just lucky.”
Kevin Terhune, a deputy attorney general representing the state, said the immediate danger ended when Ian left the area in October, and noted that the city’s dire predictions have not come to pass.
The DEP declined to comment on the judge’s ruling. It previously said the work North Wildwood wants to do could actually make erosion worse, and would likely harm environmentally sensitive areas.
In October, North Wildwood sought permission from the state to do emergency repair work on the beach, including construction of a bulkhead and the placement of temporary traffic-style barriers in front of its lifeguard headquarters building. The DEP allowed the temporary barriers but denied the other requested work.
But North Wildwood did repairs anyway, including moving sand from one section of beach to another, which was forbidden by the state in the absence of a permit. And it has amassed building materials and construction equipment on the shoreline in case it won permission from the court to build a bulkhead, which remains off the table for now.
The disagreement between North Wildwood and the state stretches back more than a decade. The state notes that North Wildwood continues to flout a 2020 order to restore 12 acres (5 hectares) of mature, vegetated dunes that were removed for a different unauthorized seawall project.
While most of the Jersey Shore’s 127-mile (204-kilometer) coastline got replenished beaches in the years after Superstorm Sandy hit in 2012, North Wildwood has not. The city is part of a proposed multi-town federal and state beach replenishment project also involving Wildwood, Wildwood Crest and Lower Township.
Numerous legal and real estate agreements must be finalized before that can happen, and that project likely can’t start until the fall of 2024 at the earliest, the state estimated in August.
In the meantime, the city is keeping its collective fingers crossed.
“If there is a moderate storm, it is over,” Bocchi told the judge. “There is zero beach left.”

Home Depot organic social media manager Mike Cushing can pinpoint the exact moment the home improvement store knew it had something special with its theme song, which has “no reason to be as fun as it is.”
In a TikTok in 2019, Valencia Community College student Chris Alicea danced to the Home Depot beat in his dorm room. Upon seeing that post go viral — more than 1.2 million people watched it — Cushing said he and his team uploaded the theme song to social media platforms so that people could use it.
Four years later, the song remains one of TikTok’s most popular sounds. When one searches “The Home Depot Beat” on the social media platform, they find myriad videos of the song playing in the background as people, particularly dads, work to complete tasks, from installing new products in the home to getting their family ready for a travel day.
More saving, more doing, Home Depot.
But it’s usually not the dads themselves creating these videos. With Generation Z dominating TikTok, Home Depot is finding ways to connect with younger audiences through the catchiness of its theme song, Cushing said.
“We hope to change the idea that this is my dad’s home improvement store,” Cushing said. The social media engagement helps Home Depot “connect with younger generations and the next generation of homeowners and doers.”
Insider previously reported that, per analytics firm Numerator, Home Depot’s typical shopper is a middle-aged white man, who is married without children at home. They tend to live in the suburbs, have a college education, and earn more than $80,000 per year.
Those in Gen Z might not be as likely to be homeowners or have that same level of income. But they’re certainly on social media. Insider Intelligence, Insider’s research arm, estimated in September 2022 that roughly 61.3% of Gen Zers in the US use TikTok at least once a month.

And after a few years of seeing its beat go viral, the Atlanta-based retailer is joining in on the content creation fun.
Home Depot launched its TikTok channel and posted its first video in July 2022. Like with many other retailers, it has partnered with TikTok influencers to promote its product. For example, in early December 2022, dancing duo TikTok influencers cost_n_mayor uploaded a video of themselves dancing to the Home Depot beat in a video that gained 1.7 million views.

And later in the month, Home Depot posted a video of musician and influencer Joe Porter re-creating the company’s theme song solely using products in Home Depot’s store. With 3.4 million views, it is by far the most-watched video on the retailer’s TikTok channel.
“The reaction we’ve seen — a lot of comments have been along the lines of ‘I’m going to Home Depot tonight’ after this video came out,” Cushing said.

- The US Dollar Index is down Wednesday just before the Federal Reserve is set to hike up interest rates for the eighth straight time.
- The greenback is being dragged down by weaker economic data that stokes rate-cut expectations.
- The foreign exchange market will also run into likely rate hikes from the Bank of England and the ECB this week.
A widely watched US dollar gauge dropped Wednesday, unable to gain traction before the Federal Reserve is expected to raise interest rates again, as economic data stoked expectations that rate cuts are on the way later in 2023.
The US Dollar Index on fell 0.4% to 101.68, on track for its lowest close in a week. The euro and the Japanese yen were higher against the greenback, doing the heavy lifting on the index that tracks the dollar’s performance versus six rivals. The index hit a 20-year high last year.
The decline came just before the Federal Open Market Committee was expected to kick up its benchmark interest rate for an eighth consecutive time Wednesday. The pace of the rate hike, however, is expected to be reduced to 25 basis points from 50 basis points as inflation rates come off hotter levels.
The foreign exchange market appears to be heading into a volatile 24-hour period as the Bank of England and the European Central Bank are projected to also continue rate hikes on Thursday, Fawad Razaqzada, market analyst at FOREX.com, wrote in a note. The trends for the euro and the British pound were bullish heading into those central bank meetings, he said.
Higher interest rates can boost the appeal of a fiat currency, but new data showing a slowdown in economic activity is sustaining market speculation the Fed will embark on rate cuts later this year.
“Fed Chair [Jerome Powell] is likely to keep further hikes on the table and lean against bets they will cut later this year, something which may get interpreted as being hawkish. But as we have seen in recent Fed meetings, the market has been quick to dismiss the Fed’s hawkishness and price in a lower terminal interest rate,” Razaqzada wrote.
A rally in US stocks and Treasury bonds in January highlighted expectations the Fed may pivot to rate cuts as a recession looms. The Fed is expected to raise its benchmark rate to 5.1% by the spring. Fed funds futures pricing indicates investors widely expected the Fed to switch to rate cuts later this year.
Economic data released Thursday “are largely consistent with a cooling economy,” Bill Adams, chief economist at Comerica Bank, wrote in a note.
ADP said private-sector hiring increased by 106,000 in January. The print was less than the 158,000 expected in an Econoday consensus estimate. Hiring last month was hampered by inclement weather, ADP said.
Meanwhile, manufacturing-sector activity shrank in January, the third straight month of contraction, the Institute for Supply Management said. Its manufacturing PMI fell to 47.4%.
There was an upside surprise in the Labor Department’s job openings report, which showed an increase to 11.012 million versus projections of 10.3 million. But Adams noted that data point was “a bit of an outlier.”
“The big question of the day is still how Chair Powell will react to the loosening of financial conditions since December and whether the Fed will push back against financial market expectations for a pivot in monetary policy later this year,” he said.

The “buy the dip” investment strategy that was shellacked in 2022 is poised for a big comeback this year, according to a Wednesday note from Fundstrat’s Tom Lee.
That’s as long as the Federal Reserve doesn’t move its own goal posts on inflation and interest rates. The Fed is expected to hike interest rates by 25 basis points at its FOMC meeting Wednesday.
Lee based his assessment of a potential return of the popular buy the dip strategy on the recent easing of financial conditions.
“Equity markets starting to play a different game, focused on easing financial conditions,” Lee said. As long as financial conditions ease to a level the Fed can tolerate, buying the ongoing declines in stocks should prove fruitful this year, according to the note.
That’s because inflation has seen a marked step-down from its elevated levels over the past few months, with the most recent data on the employment cost index being below economist expectations.
“Wage pressures also tanking evidenced by the 4Q22 employment cost index coming in at 1%, down from 1.4% [in] 2Q22 and within ‘spitting distance’ of 0.9% needed to achieve 2% overall inflation,” Lee said.
The Fed has telegraphed that it is targeting a long-term inflation rate of about 2%, and it seems progress towards that goal is being made.
“Bond markets are now sensing [the] Fed has to ‘course correct’ by either pausing sooner (Feb last hike) or by cutting rates later in 2023,” Lee said.
If the bond market is right, then that should be a great setup for the stock market according to Lee, who expects gains of more than 20% this year. Lee is also encouraged by the bullish trifecta that was confirmed for stocks last month, which has historically led to very strong gains for stocks.
But the big risk to Lee’s bullish view is, as it was last year, what the Fed ultimately does.
“Fed could move the goal post and either try to hammer/threaten ‘higher for longer’ [interest rates] if financial conditions ease beyond what Fed would tolerate. Second, Fed simply makes a policy error and keeps tightening beyond what is necessary,” Lee explained.
No matter what the Fed does, Lee is confident that the October 12 low in the stock market was indeed the bottom of this cycle. And if that’s the case, Lee’s expectation for a revival of the “buy the dip” strategy should benefit investors this year.

The College Board announced a new framework for their African American studies class Wednesday, turning topics like the Black Lives Matter movement and queer studies optional after a previous version of the course was vocally rejected by Florida Gov. Ron DeSantis.
The course includes content on Africa, slavery, the Civil War, Reconstruction, and the Civil Rights Movement.
But much of its modern content — like Black Lives Matter, affirmative action, Black queer studies, and reparations — has been both watered down and labeled as optional for a required research project.
According to the course framework, those optional topics “are not a required part of the course framework that is formally adopted by states and that defines the exam” and “can be refined by states and districts.”
There is also a lengthy section in the course introduction detailing that College Board “opposes indoctrination” — language DeSantis and Republicans have used in the past — and that “AP students are not required to feel certain ways about themselves or the course content.”
College Board did not immediately return Insider’s request for comment on whether the changes to the course were a direct result of DeSantis’ public rejection of the course.
They also did not return Insider’s request for comment on whether other or all AP courses will include optional content.
In January, DeSantis’ administration blocked the class from being offered, saying it imposed “a political agenda” with its content on queer theory and prison abolition.
“This is a course on black history—what’s one of the lessons about? Queer theory. Now, who would say that an important part of black history is queer theory? That is somebody pushing an agenda on our kids,” DeSantis said in a press conference.
DeSantis’ office did not immediately respond to Insider’s request for comment.
When College Board announced that it would rework the course based on student feedback from a pilot program in 60 high schools, Florida’s education department said it expected the removal of so-called “critical race theory” and “queer studies” from the class.
“AP courses are standardized nationwide, and as a result of Florida’s strong stance against identity politics and indoctrination, students across the country will consequentially have access to an historically accurate, unbiased course,” Director of Communications for the Florida Department of Education Alex Lanfranconi said in a statement at the time.
Florida’s legislature previously passed regulations that limit how topics like queer identity, sexual orientation, and racism are taught and talked about in schools.
The Florida Department of Education did not immediately respond to Insider’s request for comment on the new course.

- Cosmetic tattoo artist Karen Green was gifted a first-generation iPhone in 2007 but never opened it.
- Now, she’s putting it up for auction, where it’s expected to fetch at least $50,000, more than 80 times its original price.
- Last year, another factory-sealed original iPhone auctioned for nearly $40,000.
When Karen Green got a management job at PetSmart in 2007, her friends pitched in for a gift: the first-generation iPhone, which just came out that summer.
The original iPhone had a 3.5-inch screen, a 2-megapixel camera, and the Safari web browser; it was initially available with only 4 GB or 8 GB of storage and sold for $599.
There was only one problem: Green already had three phone lines with Verizon, and iPhones at the time could only use AT&T. Rather than pay hefty termination fees and risk losing her phone number, Green left the phone on a shelf for years, unopened and unused, wrapped in a pair of felt pajamas for extra measure.
More than 15 years later, Green’s iPhone — still in its original packaging — is hitting the auction block, where it could fetch at least $50,000. The auction, handled by LCG Auctions, begins Thursday and closes February 19.
Over the years, Green considered selling the phone a few times.
When she heard of another original, unopened iPhone listing on eBay for $10,000, she took note.
“I thought to myself, ‘Oh my God, I think I have the original,'” she said. “I called my son and I was like, ‘Go get the phone and make sure it’s not opened.”
The device was in fact unopened and the original iPhone. Curious what it was worth, Green went on the daytime TV show “Doctor & the Diva” in 2019 for a segment where a handful of viewers could have items appraised. Green’s iPhone was given an estimated value of $5,000.
Green held onto the phone for a few more years. In October, she caught wind of another big sale for a factory-sealed, first-generation iPhone; that phone auctioned for nearly $40,000. At the time, she was just starting her business, a cosmetic tattoo studio called Tattician located in New Jersey.
“If I could hold off on the phone for like another 10 years, I probably would,” she says. “The only reason why I am selling that phone is because I need to support this business.”
Shocked by the big sale, Green reached out to the auction house behind it, LCG Auctions. But many others who heard about the October auction also phoned in.
“We got calls from everybody, but 99% of them didn’t have the same thing,” said LCG Auctions founder Mark Montero. “But Karen had a really unique piece with a great story behind it.”
“It was shocking because we had gotten so many duds,” he added.
Bidding will start at $2,500 but the phone is estimated to fetch $50,000 or more, based on the sale price in the October auction and its widespread media coverage.
“It took me almost a year to get it up and running, and when you don’t have an income for a year because you don’t have a place to work and you’re trying to get out on your own, your resources start to go,” she said.
“If I could hold off on the phone for like another 10 years, I probably would,” she says. “The only reason why I’m selling that phone is because I need to support this business.”

Разрешите доложить о наиболее значимых направлениях работы прокуратуры в настоящее время.
Проведение специальной военной операции, частичная мобилизация и присоединение новых территорий существенным образом скорректировали прокурорский надзор. В качестве приоритета – надзор за соблюдением законности в Вооружённых Силах и оборонно-промышленном комплексе страны.
В настоящее время мы продолжаем заниматься вопросами обеспеченности мобилизованных военнослужащих бронежилетами, другим обмундированием. Большинство проблем уже решено. Сейчас мы контролируем поставки мобилизованным военнослужащим зимнего форменного обмундирования, а также образование соответствующих складов и их сохранность.
Усилиями надзора возвращено домой свыше девяти тысяч граждан, которые были незаконно мобилизованы, в том числе те, которые по состоянию своего здоровья никоим образом не должны были быть мобилизованы.
Владимир Владимирович, мобилизация давно не проводилась – выявила массу существенных проблем, что стало для многих уроком, заставила пересмотреть подходы к организации воинского учёта, к формированию соответствующих баз данных военнослужащих.
К сожалению, были проблемы, связанные и с выплатами военнослужащим положенного им денежного содержания. Это прежде всего было связано с некорректным введением либо с долгим введением соответствующей информации в базу данных «Алушта», блокированием денежных средств, которые поступали на счета граждан, когда они уже были заблокированы по решениям суда, к примеру. В настоящее время все денежные средства уже доведены и возникающие проблемы, – они, безусловно, возникают, – прокуроры в том числе разрешают как можно быстрее.
В то же время органы прокуратуры также занимались надзором за соблюдением прав наших граждан, в первую очередь социально незащищённых слоёв населения. Мы контролировали вопросы ценообразования в сфере здравоохранения, продуктов питания, а также других товаров первой необходимости.
В отношении более чем шести тысяч участников товарного рынка внесены акты реагирования, для того чтобы предупредить и снизить колебания цены на определённые значимые товары. Эта мера носит длительный характер, но тем не менее мы ежедневно мониторим ситуацию на товарных рынках.
Безусловно, надзором были охвачены и все сферы жизни наших детей, в первую очередь это вопросы безопасности, качественного образования и здравоохранения. В первую очередь, Владимир Владимирович, родителей волновали вопросы обучения их детей в две, а порой даже в три смены в школе. Кроме того, ряд родителей мне лично жаловались, что в преддверии 1 сентября формировали классы из детей-первоклассников из расчёта 45 детей в каждом классе, а классов всего в одной школе от 15 до 25.
Почему это происходило? Местные органы власти не всегда следили за приростом населения. Кроме того, дома для проживания людей сдавались без соответствующей социальной инфраструктуры. Поэтому, безусловно, прокуроры ориентированы на работу по внесению изменений в градостроительные планы.
Потребовалось также жёсткое реагирование и пресечение нарушений в сфере реализации государственных программ помощи родителям с детьми. Так, по инициативе прокуроров было пересмотрено свыше 140 тысяч незаконных решений об отказе в выплате пособий на детей в возрасте от восьми до 17 лет.
В настоящее время все денежные средства уже доведены, но тем не менее возникают проблемы в выплате подобных пособий. Поэтому прокуроры мной ориентированы на системное разрешение сложившихся проблем, в том числе в каждом регионе нашей страны, и на исключение субъективных факторов, которые могут влиять на реализацию государственных программ, таких важных для людей.
Мы также занимались надзором в сфере жилищно-коммунального хозяйства – это очень беспокоит наших людей. С 2021 года в этой сфере пресечено более 650 тысяч нарушений. Принятыми мерами были расселены более трёх тысяч бараков, а также более двух миллиардов рублей были исключены как необоснованно учитываемые в тарифе денежные средства.
Прокурорам даны конкретные поручения по дальнейшему надзору за целевым расходованием бюджетных денежных средств, а также денежных средств, которые поступают от наших граждан, собственниками сетей [ЖКХ]. Безусловно, мы будем стараться, чтобы собственники сетей за свой счёт содержали сети, а не перекладывали различные провалы либо потери в сетях на людей.
Под особым контролем также остаётся ход реализации государственных программ в сфере газификации регионов, переселения из ветхого и аварийного жилья, прозрачность и обоснованность тарифов.
В том числе с учётом проведения мобилизации мы пересмотрели свои подходы в надзоре за соблюдением законодательства в сфере предпринимательской деятельности. Безусловно, мы сейчас смотрим за реализацией тех нормативно-правовых актов, которые были приняты в этой сфере, в частности за тем, чтобы предпринимателям были пролонгации в договорах аренды, а также, соответственно, отсрочки платежей по кредитам и предоставление дальнейшего времени для разрешения каких-то вопросов, которые им нужны в дальнейшем для занятий предпринимательской деятельностью.
Мы продолжали работу по защите имущественных интересов государства, в первую очередь там, где третьи лица пытались, исходя из своих предумышленных, корыстных интересов, получить какую-то выгоду для себя. Так, в суды заявлено свыше 16 тысяч исков в сфере государственного и муниципального имущества.
Более того, мы также продолжаем работу по возвращению государственного контроля над стратегическими предприятиями, которые имеют значение для безопасности и обороны нашей страны, контролем над которыми незаконно завладели третьи лица, в том числе в пользу иностранных структур, контроль государства [над которыми] незаконно был утрачен.
Это касается и вновь приобретённых территорий. Мною подчинённым даны указания в переходный период времени не допустить неправомерного перехода прав собственности на объекты недвижимости и в полной мере обеспечить соблюдение прав и свобод, предусмотренных Конституцией Российской Федерации для наших новых соотечественников, Владимир Владимирович.
В.Путин: Игорь Викторович, на последнем совещании в прокуратуре мы говорили о приоритетах, и в Вашем докладе эти приоритеты были сформулированы, я их полностью поддерживаю. Это прежде всего, конечно, надзор за соблюдением прав и свобод граждан, причём, действительно, всех прав: и политических, и экономических, и социальных, и трудовых – в самом широком смысле этого слова.
Я вижу, что в последнее время Вы усилили контроль и за соблюдением интересов государства в сфере экономики, в том числе с учётом национальных проектов и больших денежных средств, которые государство направляет на приоритетные направления в сфере экономического развития.
Вы сами обратили внимание на необходимость усилить надзор за тем, что происходит в оборонно-промышленном комплексе. Здесь и вопросы финансирования, вопросы соблюдения дисциплины, вопросы, связанные с обеспечением обороноспособности государства.
Это надзор за следствием, дознанием – тоже очень важный пласт, связанный с интересами государства и с интересами граждан. Безусловно, это комплексный вопрос, и у прокуратуры здесь особая миссия. Я уверен, что вы и дальше будете в этом направлении работать.
Вы упомянули о правах мобилизованных граждан. Я Вас прошу продолжить контроль за этим направлением, за этой сферой деятельности.
И конечно, в сфере нашего внимания, внимания государства под особым контролем должны находиться семьи с детьми. Вы знаете, что Правительство уделяет этому приоритетное значение. Это касается и финансирования, это касается жилищных прав – там целый набор инструментов по поддержке граждан, он должен эффективно работать.
Я хочу Вас поблагодарить за то, что было сделано, и выразить надежду на то, что прокуратура, все сотрудники прокуратуры будут так же настойчиво и результативно работать в ближайшей перспективе и, разумеется, в среднесрочной тоже.
