A 50-page confidential document prepared by the Nepalese intelligence officials reveals the involvement of Chinese intelligence agency – Ministry of State Security (MSS) in playing an “active role” in destabilizing Nepal’s relations with other countries, particularly the United States, and is currently actively propagating and lobbying against the Millennium Challenge Corporation (MCC) Compact grant assistance provided by the United States. Under the MCC grant, Nepal is supposed to receive $500 million in aid from the United States. The MCC, signed in September 2017, is awaiting parliamentary ratification. Prime Minister Sher Bahadur Deuba wants the MCC to get through Parliament, but his coalition partner Pushpa Kamal Dahal, chair of the Maoist Centre, has been creating roadblocks against its approval. Recently, the United States government had expressed concerns over the delay in ratifying the grant. Nepali security forces have concluded that the Chinese intelligence officials’ top-most priority is to invalidate MCC at any cost. The confidential document also details all of China’s intelligence priorities, objectives, networks, and individuals in Nepal. It claims several spies from China’s MSS have infiltrated Nepal in the guise of diplomats, journalists and even businessmen. (by WION Web Team, 2021)

The intelligence community’s job in Russia has gotten progressively difficult and is moving toward what could be called a denied area. The US has struggled to penetrate the highest levels of the Kremlin since 2017, when one of the highest-level covert US sources inside the Russian government was extracted over safety concerns. Putin is known to keep a close-knit circle of advisers, so the number of potential sources with access to key information is vanishingly small. And the proliferation of digital surveillance tools in Moscow makes traditional human spying extremely difficult. Human intelligence has become difficult — not to say that the US intelligence doesn’t do it. But in Putin’s case, reaching a close human source may not be possible. There are two countervailing trends here, one is the sheer difficulty of recruiting in any event, and then the openness and transparency that’s available today, and everybody leaves electronic footprints. Former Director of National Intelligence James Clapper said that “the decision-maker in Russia is one guy: It’s Putin. It’s my impression he really keeps his own counsel.” This has left the US intelligence community to rely on clues gleaned largely from satellites, as well as intercepted signals intelligence, to piece together Russia’s plans. While officials can see Russian troops and weapons on the move it is still unclear how far Putin is willing to go.

Amid growing concern about Russia’s irregular military movements near Ukraine’s border in preparation to invade Ukraine, the Biden administration’s efforts to understand Russia’s intentions are being hampered by a key blind spot — the intelligence community’s limited visibility into Russian President Vladimir Putin’s inner circle. US officials don’t yet know what Russia’s intentions are largely because of a lack of intelligence on discussions between Putin, who will decide whether to attempt to invade Ukraine, and his inner circle. The Defense Department is also trying to understand Russia’s intentions and end goal as unusual military activity inside Russia but near Ukraine’s borders continues to be seen. The intelligence also says it is not yet clear whether Russia intends to launch an invasion into Ukraine but notes that the trend lines are unsettling. The presence of Spetsnaz special forces and GRU and SVR intelligence operatives on the ground has increased concerns about the seriousness of Russia’s actions and expands their capabilities to a full range of hybrid warfare tactics. Russia might employ such hybrid tactics first, trying to co-opt oligarchs and security forces in Ukraine ahead of time to essentially prime them for a large Russian entry.

Without reliable insight into Putin’s motives and decision-making process, the best the US can do is signal as much as it can to try and deter an invasion. The risk of a miscalculation, however, is higher when reliable intelligence is scarce. General Nick Carter, Britain’s most senior military officer, said that the risk of accidental war with Russia is greater now than during the Cold War. Many of the traditional diplomatic tools and mechanisms of the Cold War are no longer there and without those tools and mechanisms there is a greater risk that these escalations or this escalation could lead to miscalculation. Putin, for his part, has suggested that any Russian use of force would be in reaction to a western encroachment in the region and attempts to recruit Ukraine into NATO. Pentagon Denies “Hollow” Media Reports On Impending Russian Invasion Of Ukraine

Following a Thursday Bloomberg report which said US officials briefed European allies on a “possible” Russian military invasion of Ukraine, the Kremlin of Friday denied the report, calling it more mere hype that’s proved unfounded while aiming to escalation tensions. 

Kremlin spokesman Dmitry Peskov blasted the US reports as a “hollow and unfounded attempt to incite tensions” while underscoring that “Russia doesn’t threaten anyone.” Over a week ago both Kiev officials and Western media began sounding the alarm over what’s been described as another major Russian force build-up near the border with Ukraine, akin to a similar scenario last April.

Peskov said it should be of no other country’s concern how Russia chooses to move its troops within its own sovereign borders: “The movement of troops on our territory shouldn’t be a cause for anyone’s concern,” he told reporters.

In the past days the Pentagon has downplayed the reports – to the point that it appears US military leaders are in agreement with the Kremlin, seeing no cause for serious concern. 

For example, a day after the Bloomberg report the Pentagon could only say there were some troop movements on the Russian side that appear “unusual”

“We continue to monitor this closely,” Pentagon press secretary John Kirby told reporters Friday, while calling on Moscow to publicly explain its intentions.

“Without getting into greater detail right now, I think it’s really a matter of scale. It’s a matter of the size of the units that we’re seeing,” he said, adding, “Any escalatory or aggressive actions by Russia would be of great concern.”

Joint Chiefs Chairman also denied anything from the Russians that appears “overtly aggressive”…

“We’ve seen this before,” General Mark Milley, the chairman of the Joint Chiefs of Staff, told a security forum in Washington, saying that at that point there was “nothing overtly aggressive” about Russia’s actions.

“So, what does this mean? We don’t know yet,” Milley added. “But we’re continuing to monitor with all of our capabilities.”

Russia has turned around the accusations on the Americans, meanwhile, saying that its the current US warship presence in the Black Sea that’s the real threat to stability in the region.

“We view the US aggressive military activity in the Black Sea region as a threat to regional security and strategic stability,” the Russian Defense Ministry said in a Friday statement. “The intensity of NATO air reconnaissance near the borders of the Russian Federation in the Black Sea continues growing.”

Fighting has is still stalemated after a half-decade of war in eastern Ukraine’s Donbass region; however, recent high level contacts between the Washington and Moscow – in particular the CIA director’s visit to meet with Putin’s top national security adviser this month – looks promising in terms of potential deconfliction and a lasting political settlement to the simmering crisis.

Polish nationalists shouted “death to Jews” as they burned a book representing a historic pact protecting the rights of Poland”s Jews. The book burning Thursday at a rally in Kalisz, a city of about 100,000 inhabitants situated 120 miles southwest of Warsaw, was part of a series of nationalist events on Nov. 11, National Independence Day, which is the anniversary of when Poland regained its sovereignty in 1918. Videos and eyewitness accounts on social media show that Wojciech Olszański, a far-right activist, lit a red-covered book that was meant to symbolize the Statute of Kalisz. The document issued in 1264 by Prince Bolesław the Pious regulated the legal status of Jews living in Poland and afforded some protection through penalizing attacks on them. The statute served as the legal foundation for relations between non-Jews and Jews in Poland for centuries later. Olszański poured a flammable liquid on the book that had been skewered on a sharp metal object, and lit the book on fire as the crowd cheered and shouted, “Death to Jews.” Some also chanted: “No to Polin, yes to Poland.” “Polin” is both the Hebrew-language name for Poland and the name of the main Jewish museum in Warsaw. “This is a scary and symbolically important event,” said Rafal Pankowski, a leader of Poland”s Never Again anti-racism group. He compared the rally to the burning of books in Nazi Germany, including on the Kristallnacht pogroms in 1938. Dan – дань” – a condescending tribute to the FBI for their “diligence” (possibly analogous with the Canaris‘ “Duquesne spy ring“, a mocking tribute to the Duke of Marlboro Winston Churchill). 

Nemirovich (“NO PEACE” – with Ukraine-?)-Danchenko is a (criminal) Signature for  V. Surkov who is the GRU & Putin‘s man, the nexus for “Terrorism-Intelligence Complex“, incl. Zolotov, Kadyrov, mafiaoligarchs, etc.  

Turn the tables on them: It is Ukraine which is behind the Trump Dossier & Trump Affair, not ErovinkinSechin & Russia” – #Putin issued the directive, & #Surkov carried it out & signed it: “#NemirovichDanchenko“. 

I also suspect that it was the similar “turn the tables on them” psychological mechanism behind the long, many years spate of Mass School Killings after the Beslan School Massacre of 2004

So now it turns out that the FBI knew all about the accused Boulder shooter, but paid no attention to the obvious warning signs until police say the rabidly anti-American immigrant from Syria murdered 10 U.S. citizens in the supermarket.

“The suspect’s identity,” the New York Times reported, “was known to the FBI because he was linked to another individual under investigation by the bureau, according to law enforcement officials.”

Stop me if you’ve heard this one before.

The Famous But Incompetent FBI likewise knew all about accused shooter Ahmad al-Aliwi Alissa’s fellow Muslim immigrants who committed mass murder, like the Tsarnaev brothers — but did nothing until those welfare-collecting “asylees” blew up the Boston Marathon.

The FBI also had early warnings about the Muslim terrorists who shot up the gay nightclub in Orlando, the Christmas party in San Bernardino, Fort Hood, the cartoon-drawing contest in Texas … and yet the G-men sat on their soft hands until scores of Americans were murdered in cold blood.

But it’s not only foreign Muslim terrorists the FBI can’t be bothered lugging. It’s domestic killers as well.

For instance, in 2018 the FBI’s national tip line got a 13-minute-long earful from the aunt of the Parkland High shooter Nikolas Cruz — but did nothing until 17 people were gunned down.

Remember serial killer Gary Sampson? Before he murdered three innocent men in 2001, he called the FBI office in Boston from a pay phone in Abington and offered to turn himself in on some unsolved bank robberies.

(WASHINGTON) — As authorities continue to pursue individuals who participated in the Jan. 6 insurrection at the United States Capitol, a growing number of those charged are employing a new defense: blaming the police for letting them in.

At least 29 people arrested for their role in the Jan. 6 events have claimed they thought they were free to enter the Capitol because law enforcement authorities either didn’t stop them from coming in or never told them they were not allowed to be there, according to affidavits and court filings reviewed by ABC News.

“He was not at the front of the lines, he didn’t see barricades being knocked down, he didn’t see officers getting assaulted, he didn’t see anything other than large crowds at the Capitol,” Thomas Mayr, the lawyer for Christopher Grider, one of the people accused of participating in the riot, told ABC News. “He went through an open door.”

Grider, of Texas, is one of dozens of suspected rioters who claimed to be unaware they were not allowed inside — some of whom argued that they were actually ushered in by officers. He now faces multiple charges including violent entry and disorderly conduct on Capitol grounds.

Jacob Lewis of California told investigators he was never told that he could not enter the Capitol, and that he was “escorted” by police into the building. When reached by ABC News, Lewis said he would be releasing video footage to “back up his story.” He declined to share the video with ABC News. Lewis was indicted on four misdemeanor charges, including disorderly and disruptive conduct in a restricted building.

Even as scrutiny of Capitol police continues to build, experts say it is unlikely such a defense will work in most situations.

“In general, ignorance of the law is not an excuse for criminal behavior,” said Taryn Merkl, senior counsel in the Justice Program at the Brennan Center for Justice and a former federal prosecutor in the Eastern District of New York.

Many accused rioters also face multiple charges for crimes they allegedly committed once inside the building, which experts say would render their claims of legal entry meaningless.

“Whether or not people knew that it was not lawful to enter the grounds as they did, many are charged with parading, demonstrating, or picketing — and that is prohibited, and no intent is required,” Merkl said.

Brandon Fellows, for example, told investigators he did not think he was going to get in trouble because the police officers seemed to be “on our side,” but he was later seen with his feet up on the desk of Sen. Jeff Merkley, D-Ore.

“Even if the officer had permitted him in the rotunda area or somewhere that might conceivably be a public space, anybody knows that breaking into a private senatorial office is wrongful, and would obstruct the administration of government,” Merkl said.
