Good setting for 🇺🇦🇷🇺 talks in Istanbul, but the key question is of course whether 🇷🇺 is ready to withdraw all its forces from Ukraine. I fail to see that 🇪🇺🇺🇸 sanctions will be lifted until that has been not only agreed but also done and properly verified.
